This toy is in used condition! Please refer to pictures on condition! It's being sold as is!! So when you turn it to the on position and attempt to wind it it's frozen and wont move much.. You can get it to rotate some but not much. I'm really not sure what the issue is, but this is why I'm selling it as is.
